The California Budget & Policy Center (Budget Center) seeks to hire a Human Resources Manager to manage the Budget Center’s human resources functions. The Human Resources Manager will also provide support for day-to-day administrative operations, bookkeeping support, and contribute to all basic office operations.

How This Position Advances the Organization’s Work

The Human Resources Manager is a highly valued member of the Budget Center’s growing team with responsibility to manage employee recruitment and retention, with a focus on building a diverse team. The Human Resources Manager partners with the leadership team to help develop and execute the organization’s human resource and talent strategy, particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

Responsibilities and Qualifications

Responsibilities of this position include:

  • Manage the routine functions of the Human Resources (HR) department including hiring and onboarding staff; administering pay, benefits, and leave; and enforcing and updating company policies and practices.
  • Manage employee recruitment, with a focus on building a diverse workforce, including recruitment, interviewing, hiring, and helping new staff feel welcomed, engaged, and enabled to learn their new roles quickly. 
  • Analyze trends in compensation and benefits; research competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
  • Maintain compliance with federal, state, and local employment laws and regulations, and recommended best practices.
  • Maintain employee benefits and records.
  • Work with the operations director to manage organizational finances.
  • Contribute to the organization’s commitment to center racial and gender equity (RGE) in our work external-facing and internal organizational work.

Qualifications for this position include:

  • Commitment to, and knowledge of, Diversity, Equity, and Inclusion (DEI) as priorities in Human Resources policies and practices.
  • High school diploma required; bachelor’s degree highly desirable.
  • Five years of directly related experience.
  • Solid written and verbal communications skills.
  • Thorough understanding of federal, state, and local equal employment opportunity laws and regulations.
  • Proficiency with Microsoft Office programs (Word, Excel, PowerPoint, and Outlook) and Google documents.
  • Knowledge of bookkeeping (QuickBooks).
  • Excellent proofreading skills.
  • Strong organizational skills.
  • Strong commitment to social, economic, racial, and gender justice.
  • Ability to prioritize and work on multiple tasks simultaneously.
  • Ability to work independently and as part of a team.
  • Strong commitment to valuing and maintaining employee privacy and confidentiality.
  • Ability to focus on details without losing sight of the big picture.
  • Ability to meet deadlines while still maintaining accuracy.

This position is full-time. The salary range for the position is $95,000 – $120,000 based on experience and skill set. Includes excellent health insurance and dental and vision coverage, retirement benefits, and paid time off for vacation, sick leave, and holidays. The Human Resources Manager position requires a minimum of two days per week of in-person work at the Budget Center’s Sacramento office. Budget Center staff are required to be located in California regardless of hybrid work arrangements.
